The Role of Family Social Support Programme (Asdep) During and After the Covid-19 Pandemic

The COVID-19 pandemic had serious impacts on health, economy and social structure globally in 2020. While the pandemic has led to an increase in poverty rates, it has increased the value of social protection programmes. Similar effects were experienced in Turkey and social policy instruments came to the fore in this process. One of these instruments, the Family Social Support Programme (ASDEP) implemented by the Ministry of Family and Social Services, has played an important role in supporting especially disadvantaged groups. The pandemic has challenged the capacity of societies to cope with social, economic and psychological challenges, and the functionality of programmes such as ASDEP in these crisis periods has been critical in supporting the resilience of societies. This study examines the role of ASDEP in Turkey during and after the COVID-19 pandemic. The study analyses the measures taken and support provided by ASDEP during the pandemic. The findings show that ASDEP reached out to those in need in the first months of the pandemic. It also contributed to the mental health of citizens by establishing a psychosocial support line. ASDEP helped to manage the social impacts of the pandemic. In conclusion, it is recommended to strengthen ASDEP in terms of human resources and budget for future crises.

COVID-19 salgını, 2020 yılında küresel olarak sağlık, ekonomi ve sosyal yapı üzerinde ciddi etkiler bırakmıştır. Salgın, yoksulluk oranlarının artmasına sebep olurken, sosyal koruma programlarının kıymetini artırmıştır. Türkiye'de de benzeri etkiler yaşanmış ve bu süreçte sosyal politika araçları ön plana çıkmıştır. Bu araçlardan biri olan Aile ve Sosyal Hizmetler Bakanlığınca uygulanan Aile Sosyal Destek Programı (ASDEP), özellikle dezavantajlı grupların desteklenmesinde önemli bir rol oynamıştır. Pandemi, toplumların sosyal, ekonomik ve psikolojik zorluklarla mücadele etme kapasitelerini zorlamış ve ASDEP gibi programların bu kriz dönemlerindeki işlevselliği, toplumların dayanıklılığını destekleme açısından kritik olmuştur. Bu çalışma, Türkiye’de ASDEP’in COVID-19 pandemisi sırasında ve sonrasında üstlendiği rolü incelemektedir. Çalışmada, ASDEP’in salgın döneminde aldığı tedbirler ve sunduğu destekler analiz edilmiştir. Bulgular, ASDEP’in pandeminin ilk aylarında ihtiyaç sahiplerine ulaştığını göstermektedir. Ayrıca psikososyal destek hattı kurarak vatandaşların ruhsal sağlığına katkı sunmuştur. ASDEP, salgının toplumsal etkilerini yönetmeye yardımcı olmuştur. Sonuç olarak, gelecekteki krizler için ASDEP’in insan kaynağı ve bütçe açısından güçlendirilmesi önerilmektedir.
