State Economic Enterprises as the Building Blocks of Development in the Example of Türkiye

Abstract

This study draws attention to the central importance of State Economic Enterprises (SOEs) in the economic development process. SOEs are one of the most important policy tools used by developing countries to initiate the development and industrialization process and to close the development gap with advanced industrial countries. On the other hand, SOEs are the concrete reflection of the development ideal internalized by national states. Morever, SOEs were established with objectives such as ensuring economic development in developing countries, establishing basic industries, reducing unemployment and regional imbalances. In Turkiye, the main reason for establishing SOEs was to ensure economic development. Especially between 1930 and 1950, SOEs formed the backbone of the Turkish economy. In this period, the main functions of SOEs were determined as the establishment of main industries, creation of capital accumulation and development of new technologies, and SOEs performed these functions successfully. The general opinion in the literature is that if there were no SOEs, it would be difficult for the Turkish economy to reach its current level of development.
