Measurement of Insurance Sector Performance in Selected OECD Countries with PSI-SPC-SRP Model

Abstract

This study aims to comparatively evaluate the performance of the insurance sector in five selected OECD member European countries—Belgium, Denmark, France, Italy, and Luxembourg—using objective multi-criteria decision-making (MCDM) methods. Accordingly, a hybrid approach was adopted by integrating the Preference Selection Index (PSI) and Symmetry-based Proximity to the Ideal Solution (SPC) methods to determine the weights of the evaluation criteria. Final performance rankings were obtained using the Simple Ranking Process (SRP) method. The empirical findings reveal that France consistently ranked first in insurance sector performance during the 2018–2021 period, while Belgium occupied the last position each year. This indicates significant structural differences among countries, particularly in terms of insurance penetration and density. Although the PSI and SPC methods individually highlighted the conservation ratio and insurance density as the most influential criteria, the integrated weighting approach identified insurance penetration as the most decisive factor. Moreover, a sensitivity analysis conducted through 100 different scenarios demonstrated that the model is sensitive to changes in criterion weights, emphasizing the critical role of weight determination in similar evaluations. Overall, the study underscores the importance of multidimensional indicators in assessing insurance sector performance and provides valuable insights for policymakers and stakeholders.
